A. Local authorities are legally responsible for enforcing access to public footpaths or other rights of way.
In this case, the authority responsible for rights of way around Peterborough is Peterborough City Council and they publish their rights of way, and their righhts of way improvement plan (Part of CROW act) on the internet.
This won't show any temporary closures, so email them and ask them.
They will know of any official closures, and will want to know about any unnoficial ones you might come across.
