Who is responsible for footpaths?
Q. Could you answer the following, please?
Who is responsible for ensuring farmers have not ploughed up a footpath?
This has happened several times over the years on my favourite Essex walk.

A. In your case, that would most likely be Essex County Council, who should have "Rights of Way" officers and government targets related to keeping paths open (which has tended to concentrate their minds a bit recently). They are, responsible for policing access to public rights of way.
However - farmers are allowed to plough over or crop over public footpaths in certain circumstances, but must reinstate them within some variable timescales.
Your local branch of the Ramblers may also be quite interested and may be able to provide support and/or a local slant to the problem.
